'Obama's war' - New troops, new plan - Mike Allen and Alexander Burns - POLITICO.com

I'm learning more about "what is Iraq War about" right now, and in particular what I'm wondering about is is Obama going to send more troops to Iraq as he said in Mike Allen and Alexander Burbs's blog post "Obama's War". As I was reading this blog post in my Google Reader it caught my attention because it seam that Obama will send more troops if that Afghan government falls to allow al-Qaida go.
The quote I chose here is basically saying if Afghan government falls to allow al-Qaida go, Obama will send more troops and the war will not end.
I think this is not the answer to solve the problem that Obama wants. It makes me wonder will the war end if the Afgan government allows al-Qaida to go.
"I want the American people to understand that we have a clear and focused goal: to disrupt, dismantle, and defeat al-Qaida in Pakistan and Afghanistan, and to prevent their return to either country in the future,” Obama said. “If the Afghan government falls to the Taliban – or allows al-Qaida to go unchallenged – that country will again be a base for terrorists who want to kill as many of our people as they possibly can.”
