Police No Tolerance?

This was a picture on tolerance that I found by George P Burdell. I thought this showed both tolerance and no tolerance because police do tolerate  people but now and then you hear of how a police officer misused his police status and did something bad to someone. For instance, a police officer wouldn't let a basketball player see his dying mother-in-law right before she passed away. Another incident was when 2 police officers abused a drunk woman that they were suppose to be helping get home. These police officers had no tolerance.
