The movie, Minority Report presented a view of the future that there is cause for fear. The premiss of the film is a society that can see murder before it happens and prevents the action from ever taking place. Just like in Orwell's 1984 they try to create a society that is perfect. When crime is stopped before anything happens there are many benefits, but it can also have horrific side effects.
In Minority Report the benefits are there is an extremely low rate of crime, much lower than has ever been reported. Unfortunately every system has flaws. When an image is seen more than once it is discarded as a wave, or a flashback that is being seen. This allows the system to be beat. The creator of the software in the movie uses his knowledge of this to kill for his own benefit. Similar to 1984 the system can be good, but not always.
